The device comprises a support arranged on the outer side of a pier; the support comprises a first support which is arranged outside the pier and can slide along the pier; n rod-shaped second supports which are the same in structure and can rotate along the first support are arranged on the outer side of thefirst support, wherein n is larger than or equal to 2. The device further comprises flexible anti-scour cushion layers arranged between every two adjacent second supports. The device also comprises first counterweight bags connected with the anti-scour cushion layers. The device is simple in structure, convenient to install, low in cost and high in practicability; the position of the anti-scour cushion layers can be adjusted in real time in all stages of scour development, the anti-scour cushion layers are attached to a riverbed, manual intervention is not needed, and automatic operation is achieved.
