The invention provides a pier foundation scour protection device which comprises multiple sets of protection units arranged in a stacked mode, the diameters of the multiple sets of protection units are sequentially reduced from bottom to top, each protection unit comprises a base, a supporting ring installed through an installation cylinder is arranged on each base, and multiple sets of supporting plates are arranged on each base in a stacked mode. The sizes of the multiple sets of supporting plates are sequentially reduced from bottom to top, a first adjusting mechanism for driving the multiple sets of supporting plates to be unfolded or folded at intervals is arranged in the mounting cylinder, a lifting ring is arranged on the base, a second adjusting mechanism for driving the lifting ring to ascend and descend is arranged in the mounting cylinder, and a fence piece is arranged between the base and the supporting ring. The fence piece is made of extensible thermoplastic materials and connected with the base through a tightening assembly, and a heater is arranged on the base. The device can be switched in various forms, the shape of the device can be adjusted according to the type of a riverbed, and therefore optimal protection can be achieved for pier foundation scouring under different water area conditions.
