The device comprises a tie bar channel, wherein four groups of tie bars are arranged in the tie bar channel, and tie bar limiting pieces are installed on the two sides of each tie bar. The four groups of tie bars comprise a first tiebar, a second tie bar, a third tie bar and a standby tie bar. According to the invention, the tie bar replacement process during the arch bridge operation period is greatly simplified; important significance is realized for avoiding traffic closure during maintenance operation; reserving the mounting position of one tie bar as a standby tie bar position; when the tie bars reach the service life and need to be replaced, the standby tie bars are installed and tensioned firstly, then the corresponding tie bars are unloaded and replaced in batches, the relative stability of the total horizontal force of the bridge tie bars is kept. By means of the method, it can be guaranteed that the arch bridge tie bars are replaced conveniently, the tie bar replacement cost is reduced, and the constructionperiod is shortened.
