The invention discloses an anti-disengaging cable external prestress steel cable steering gear, which comprises an inner pulley block, a locking system and a fixing system. The fixing system comprisesfixing plates on the two transverse sides, wherein openings are formed in the bottoms of the fixing plates, and limiting plates at the bottoms and corresponding steering grooves in the limiting plates are formed. The inner pulley block comprises a plurality of inner pulleys arranged in the steering groove in the radial direction and rolling shafts arranged in the inner pulleys, and the two ends of each rolling shaft are fixedly connected with the limiting plates on the two sides correspondingly; the locking system comprises a plurality of locking devices arranged in the steering groove, and the locking devices are fixedly connected with the limiting plates on the two sides. The steel cable is pressed in the inner groove of the inner pulley and penetrates through each locking device, the normal low-speed sliding of the steel cable is not limited by the locking devices, and once the steel cable is disengaged and the sliding speed exceeds a certain limit value, the locking devices lock the steel cable and limit the movement of the steel cable, so that the effect of temporarily anchoring the steel cable is achieved.
