The invention discloses a floating garbage intercepting and clearing device and clearing method for water engineering in the technical field of water engineering. The device comprises a base and two side plates, wherein a lifting mechanism is arranged between the lower portions of the two side plates, two parallel fixed net tanks are symmetrically fixed between the upper portions of the two side plates, a moving tank and a scraping mechanism are fixed between the tops of the two side plates, and collecting mechanisms are arranged on the outer sides of the two fixed net tanks correspondingly. According to the device, an intercepting structure is formed in a water channel through rotating plates and net plates which are in a vertical state in the collecting mechanisms, water flow is filteredthrough the net plates, garbage in the water channel is intercepted, the water surface floating garbage is collected and treated through the rotating plates and the net plates, meanwhile, through movement of the net plates, a collection range is enlarged, the clearing amount of the water surface floating garbage is increased, the rotating plates incline towards the fixed net tanks, and meanwhile,the net plates are recovered, so that the floating garbage moves along the net plates and the rotating plates and falls into the fixed net tanks, and the floating garbage is collected and treated.
