The invention discloses an anti-clogging permeable pavement structure and a construction process thereof. The anti-clogging permeable pavement structure comprises a plain concrete surface layer, and an upper-layer pipe body assembly which comprises a plurality of upper-layer pipe bodies which are vertically arranged in the plain concrete surface layer, and upper pipe openings of the upper-layer pipe bodies are communicated with the outside; the structure further comprises a lower-layer pipe body assembly which comprises a plurality of lower-layer pipe bodies, and each lower-layer pipe body iscorrespondingly arranged below the corresponding upper-layer pipe body; and the joints of the upper-layer pipe bodies and the lower-layer pipe bodies are sealed. The technical problem that a traditional pervious concrete pavement is poor in anti-blocking performance is solved.
