The invention provides a steel pipe cement composite pile and a pile forming method and a test method thereof. The pile forming method of the steel pipe cement composite pile comprises the steps thatstep S10, an outer steel pipe is driven into a soil layer in the vertical direction; and step S20, the soil layer in the outer steel pipe is drilled in the vertical direction to form vertical pile holes; step S30, a inner steel pipe is lowered into the vertical pile holes in the vertical direction, and the bottom of the inner steel pipe is connected with a sealing plate, and the lower end of the inner steel pipe is lowered to the lower part of the outer steel pipe; and step S40, cement is poured into the vertical pile holes to form a well cementation cement ring located under the outer steel pipe and surrounding the inner steel pipe and an annulus cement ring located between the outer steel pipe and the inner steel pipe. The technical problems of poor lateral toughness and settlement of apile foundation in the prior art are solved.
