The invention discloses an adjustable sound insulation barrier with sound wave absorption and reflection functions for a high-speed rail. The adjustable sound insulation barrier comprises a first mounting column, a second mounting column, a connecting plate, first acoustic panels and second acoustic panels; a first mounting column and a second mounting column are vertically mounted on the top faces of the two ends of the connecting plate correspondingly, a plurality of first acoustic panels are clamped between the first mounting column and the second mounting column from top to bottom, and a plurality of second acoustic panels are sequentially and rotationally mounted between the first mounting column and the second mounting column from top to bottom. The angles of the second acoustic panels can be adjusted, noise can be effectively reflected to the first acoustic panels, absorption of noise generated by the high-speed rail is facilitated, and the situation that noise crosses a sound barrier, and consequently surrounding residents are affected is greatly reduced; the first acoustic panels are convenient to install, compared with a common acoustic panel, more sound absorption structures are adopted, the noise can be reflected and absorbed many times, and the sound absorption capacity and the sound absorption effect of the adjustable sound insulation barrier are greatly improved.
