The invention relates to sound insulation mortar with construction waste recycled fine aggregate cooperating with industrial waste. The sound insulation mortar comprises, by mass, 30-35 parts of cement, 90-120 parts of construction waste recycled fine aggregate, 5-10 parts of fly ash, 5-10 parts of slag, 15-20 parts of waste rubber, 10-15 parts of floating beads, 1.5-2.5 parts of cellulose ether,1-2 parts of fibers and 0.5-1 part of a water reducing agent and water accounts for 16-20% of the total amount of the dry powder. The dry powder is sequentially added into a stirrer and is uniformly mixed, and water and the water reducing agent are added on a construction site, and are stirred for use. The method is convenient and fast to construct, low in comprehensive cost, free of pollution andstable in product performance, the sound insulation performance is improved, the construction waste recycled fine aggregate and industrial waste coal ash, slag, waste rubber and floating beads are fully utilized, a large amount of solid waste can be consumed, and meanwhile excessive exploitation of natural resources is relieved.
