Afixed frame communicating with an inner cavity of the pipe body is welded to the top of the pipe body. Filter screens are fixedly disposed in the fixed frame at equal intervals. Water control mechanisms are disposed at the left end and the right end of the inner cavity of the pipe body correspondingly. A plurality of water activating mechanisms are disposed in the pipe body side by side in front-back symmetry. The number of the filter screens is three. The three filter screens are fixedly disposed in the fixed frame side by side at equal intervals. Diameters of mesh holes of the three filter screens gradually decrease from top to bottom. By means of the water-permeable concrete ground drain pipe using the water control mechanisms and the water activating mechanisms in cooperation, the pipebody can store rainwater and automatically control a water body to be discharged according to surrounding environment conditions; and meanwhile, the water-permeable concrete ground drain pipe considers the influences of different seasons on the stored water body and improves the utilization rate of the stored rainwater, thereby realizing a sufficient utilizing effect of a water resource.
