The invention relates to a cargo loading and unloading system and a building. The cargo loading and unloading system comprises a lifting platform and a conveying mechanism. The conveying mechanism comprises a conveying device and a conveying channel. The conveying channel extends to at least one cargo receiving and dispatching point from the lifting platform. The conveying device is movably arranged in the conveying channel and is used for transferring cargos between the lifting platform and the cargo receiving and dispatching point. The lifting platform comprises a position correction deviceand a parking area used for parking of the unmanned aerial vehicle. The parking area is provided with a loading and unloading opening allowing the cargos to pass through, the loading and unloading opening is arranged corresponding to the conveying channel, the position correction device is used for pushing the unmanned aerial vehicle to be aligned with the loading and unloading opening, the lifting platform comprises a door plate assembly, and the door plate assembly is used for selectively opening or closing the loading and unloading opening. The door plate assembly is arranged at the loadingand unloading opening of the lifting platform so that the unmanned aerial vehicle can safely land in advance, and overall cargo distribution efficiency is improved.
