The invention discloses a system and a method for treating wastewater by recycling calcium carbonate. The system comprises a softening device, a precipitation device, a clarification device, a sludgedewatering device, a filtering device, a membrane concentration device, a calcium carbonate calcining device, a calcium oxide curing device and an evaporative crystallization device, wherein the softening device, the precipitation device, the clarification device, the filtering device, the membrane concentration device and the evaporative crystallization device are sequentially connected; the sludge dewatering device is connected with the precipitation device, the calcium oxide curing device is connected with the softening device, and the calcium carbonate calcining device is respectively connected with the sludge dewatering mechanism, the clarification device and the calcium oxide curing device. The system for treating waste water by recycling calcium carbonate can reduce system energy consumption, reduce carbon emission, effectively recycle sludge, reduce system operation cost and realize waste water treatment resource recycling.
