The method comprises the following steps of arranging an enclosure in a water area in which the cyanobacterial bloom does not burst or the cyanobacterial bloom is not seriously burst, and gathering the cyanobacteria and the garbage through a static collection method and a dynamic collection method, wherein according to the static collection method, the enclosure is fixed in the water area, the cyanobacteria and the floatinggarbage float and are gathered into the enclosure under the action of stormy waves, according to the dynamic collection method, the enclosure is fixed to a ship, the ship pushes the enclosure to move,and the cyanobacteria and the floating garbage are collected. The method can actively gather the cyanobacterial bloom and the floating garbage in lakes and reservoirs, is beneficial to reducing the harm caused by dispersion of cyanobacteria and other solid pollutants in the water body, provides favorable conditions for salvage or other treatments, avoids large-area outbreak of cyanobacterial bloom and coverage of the floating garbage on the water body, and achieves the purposes of purifying water and reducing social and economic losses.
