The invention relates to an underwater tie beam prefabricating and mounting construction method. The construction method comprises the steps: firstly, tie beam sections and pile foundations are constructed; secondly, a steel casing on the outer side of the pile foundation is arranged; thirdly, a notch of the pile foundation steel casing is cut; fourthly, the steel casing on the outer side is pulled out; fifthly, the tie beam sections are installed; sixthly, welding is conducted; and seventhly, beam-pile joint cast-in-place is conducted: specifically, concrete covering tie beam steel bars is poured into the pile foundation steel casings, and therefore, the tie beam sections and the pile foundations are connected together. The invention provides the underwater tie beam prefabricating and mounting construction method capable of performing construction without a cofferdam, the problem that an existing underwater tie beam needs to be constructed by the cofferdam is solved, and a new methodfor constructing the underwater tie beam is provided.
