The invention provides a stepped stirring method for an asphalt mixture. The method comprises the following steps: receiving and metering coarse aggregate in a second hot aggregate bin group through asecond aggregate scale, and sequentially putting the metered coarse aggregate and asphalt in a preset proportion in the asphalt scale into a stirring cylinder for primary stirring; is used for receiving and metering fine aggregate in the first hot aggregate bin group by a first aggregate scale; and putting the metered fine aggregate and the remaining asphalt in the asphalt scale sequentially intothe stirring cylinder for secondary stirring. According to the method, asphalt and coarse aggregate in a preset proportion are firstly stirred and coated through one-time stirring, so that the surface of the coarse aggregate is coated with the asphalt, the problem of uneven thickness of an asphalt film formed by coating the surfaces of the aggregate and powder with an asphalt mixture is solved, and the problem that the asphalt mixture cannot be well bonded together after being compacted is solved.
