The vehicle storing and taking device is characterized in that the device comprises a stereo garage frame; a horizontal movement plane is arranged on the top layer of the stereo garage frame; horizontal movement rails are arranged on the horizontal movement plane; a mechanical frame body is arranged on the horizontal movement rails; multiple vehicle containing frames are arranged in the stereo garage frame; and a transport cart is arranged at the bottom end of the stereo garage frame; a lifting transmissionmotor is arranged at the upper end of one side of the mechanical frame body; lifting transmission winding drums are symmetrically arranged on the two sides of the lifting transmission motor; steel wire ropes are wound in the lifting transmission winding drums; steel wire rope guide wheels are fixedly arranged at the upper end of the other side of the mechanical frame body; a transmission shaft isfixedly arranged at the bottom of the mechanical frame body in the transverse direction; walking wheels are arranged at the two ends of the transmission shaft; the walking wheels are internally embedded in the horizontal movement rails; a walking motor is arranged on the portion, close to the walking wheel on one side, of the transmission shaft ; the mechanical frame body is connected with a holding and clamping frame through four hoisting points of the steel wire ropes, and four rocker arm holding and clamping mechanisms are arranged on the holding and clamping frame.
