The invention relates to a waterproof composite cementing material for roads and a preparation method thereof, and belongs to the technical field of roadbed materials. The main component of the titanium gypsum is CaSO4. 2H2O, the titanium gypsum is an industrial waste residue and is difficult to apply in bulk and treat widely, and at present, physicochemical methods such as calcination and water washing are mostly adopted to improve the activity of the titanium gypsum and remove impurities, so that the performance of the titanium gypsum is guaranteed.
