Cementis partially replaced by regenerated micro-powder in the construction waste; the use amount of cement can be reduced, meanwhile, atmospheric pollution caused by fine powder particles is reduced, andby adding an active admixture and a mineral admixture into the formula of the recycled concrete, the recycled concrete still keeps good mechanical properties under the condition that less cement is consumed.
