The invention provides a passive anti-falling device and a lifting system with the passive anti-falling device. The passive anti-falling device comprises a guide rail, a machine base, a trigger gear and a brake pawl, wherein an anti-falling stop lever is arranged on the guide rail, the guide rail is connected with a sliding sleeve of the machine base in a matched mode, the trigger gear is meshed with the anti-falling stop lever, the brake pawl is provided with a balance weight block, and the machine base is provided with a limiting stop block; when the guide rail ascends and descends at a constant speed, the brake pawl and the trigger gear are intermittently meshed, rotate forwards or reversely by a fixed angle and then automatically return under the action of the balance weight; and whenthe guide rail rapidly falls, the trigger gear continuously pokes the brake pawl in a non-return state to rotate reversely, and when the anti-falling stop lever falls on the trigger gear, the brake pawl is limited by the limiting stop block to stop rotating. The passive anti-falling device adopts a passive mode to prevent falling, can be used in a severe working environment, and is not influencedby mud, dust and temperature.
