The invention provides a rotary actuator and an intelligent door window equipped with the rotary actuator. The rotary actuator comprises a housing, a driving unit arranged in the housing, an output shaft, a transmission unit arranged between the driving unit and the output shaft, a control unit electrically connected to the driving unit, a rotating disk fixedly arranged on the output shaft, and anelectromagnetic lock assembly arranged in cooperation with the rotating disk, wherein the rotating disk is provided with locking grooves; and the electromagnetic lock assembly is provided with a lockbody and a lock tongue protruding from the lock body to be matched with the locking grooves. The intelligent door window comprises a frame and a door window body, wherein the rotary actuator is fixedly arranged on the frame and connected to the door window body through the output shaft or the rotating disk.
