A phosphogypsum-based cementing material used inthe phosphogypsum supersulfide slag cement stable layer accounts for 5% to 15% of the mass of the stable layer. The phosphogypsum-based cementing material comprises the components in percentage by mass: 45% to 55% of wet-ground modified phosphogypsum slurry (based on the effective content of phosphogypsum contained in the phosphogypsum slurry), 40% to 45% of slag powder, and 5% to 10% of Portlandcement, wherein the water-solid ratio is 0.3. The phosphogypsum supersulfide slag cement stable layer is a semi-rigid cement stable layer. The phosphogypsum supersulfide slag cement has a retarding effect, the influence on construction due to premature hardening in the construction process is avoided, the strength also conforms to the high-grade base course pavement compressive strength value specified in JTG/T F20-2015 'Technical Guidelines for Construction of Highway Roadbases', and the 7d unconfined compressive strength is not less than 0.8 MPa; and the 28d strength is not less than 2.5 MPa. The cement stable layer can effectively prolong and delay the construction setting time, and is beneficial to the construction of a pavement base layer.
