The invention discloses a water-resistant undisturbed phosphogypsum-magnesium-rich slag cementing material, solves the problem of accumulation of a large amount of phosphogypsum, prevents secondary environmental pollution, and solves the problems of low cementing activity of undisturbed phosphogypsum, limited reutilization range of phosphogypsum in the building field, and poor water resistance of phosphogypsum mortar. The invention provides a way with higher additional value for treating a large amount of phosphogypsum, and can also partially replace cement to be applied to the building industry. The water-resistant undisturbed phosphogypsum-magnesium-rich slag cementing material is prepared from the following components in percentage by mass: 10 to 20 percent of undisturbed phosphogypsum, 10 to 20 percent of a water-resistant reinforcing material and 70 to 80 percent of magnesium-rich slag.
