The semi-submersible type device comprises a stainless steel buoyancy tank, a variable-diameter pressurizing spray head, branch water supply pipes, a damping plate, a main water supply pipe, a submersible pump, a flange and a connecting mounting rod. According to the semi-submersible type device, the spray head, the water supply pipes, the submersible pump and the like are suspended in water by utilizing the stainless steel buoyancy tank, when the submersible pump runs, warm water below the depth of 2 meters is pumped up, uniform thrust is generated on the water surface through the four water supply branch pipes and the variable-diameter pressurizing spray head, and uniformly distributed diffusion surges are formed on the water surface around the stainless steel buoyancy tank, so that the purpose of preventing the water surface from icing is achieved; and the submersible pump worksat the depth of 2 meters, the water temperature is 2-4 DEG C, the submersible pump delivers the water with the relatively high temperature into the water on the surface layer of the water surface, the water temperature of the surface layer of the water surface is increased through heat energy exchange, and the effects of preventing the water surface from icing and preventing an ice layer from melting are achieved.
