The overturning and lifting device comprises a tractor, a hydraulic pump station, a manual winch deviceand hydraulic lifting jacks, wherein the hydraulic pump station provides lifting power for the hydraulic lifting jacks, a supporting rotating shaft is arranged between the two hydraulic lifting jacks,and a prestress tensioning jack is hoisted between the two hydraulic lifting jacks through the supporting rotating shaft and can turn over up and down; the manual winch device is connected with the prestress tensioning jack through a traction rope, and the prestress tensioning jack can be pulled to turn over by manually shaking a winch drum; and the prestress tensioning jack is lifted to a specified position through the hydraulic lifting jacks, and the overturning angle is adjusted through the manual winch device. According to the overturning and lifting device, horizontal moving, overturning and lifting in place of the prestress jack can be achieved only through one-person operation, the construction efficiency and safety are improved, the construction quality is ensured, the economic benefit is improved, and the prestress tensioning jack movable type overturning and lifting device can be popularized and applied to the prestress construction link in industrial and civil buildings.
