The manufacturing method is characterized by comprising the following steps of a, manufacturing a prestress tensioning back shore structure; b, manufacturing a movable bracket structure; c, assembling the movable prestress tensioning back shore structure; d, manufacturing a movable jack steel frame; and e, combining the movable prestress tensioning back shore device. The manufacturing method of the movable prestress tensioning back shore combined device has the advantages that the device is simple in structure, convenient to manufacture, safe and reliable in engineering quality, suitable for tensioning of ultra-long prestress steel strands, capable of tensioning a plurality of steel strands at the same time and high in practicability, each steel strand reaches a prestress design value, and a safety design for preventing the steel strands from disengaging from anchors and rebounding is provided.
