The invention relates to a cleaning device and cleaning method for suspended matter on the lake surface of an artificial lake. The cleaning device comprises a drainage ditch, a water filtering geotextile and a landscape waterwheel, wherein a water inlet and a water outlet of the drainage ditch communicate with the artificial lake; the water filtering geotextile is used for filtering out the suspended matter on the lake surface and is arranged at the communication part of the drainage ditch and the artificial lake; and the landscape waterwheel rotates and forms water flow in the drainage ditch.The water flow can be formed on the lake surface of the artificial lake through rotation of the landscape waterwheel, then the suspended matter and floating matter floating on the lake surface are gathered towards the water inlet of the drainage ditch and blocked on the outer side of the water filtering geotextile through liquidity of the water flow, and maintenance and cleaning workers clean thelake surface regularly. The cleaning method provided by the invention is simple and low in consumption.
