The plurality of plastic foams are respectively arranged on the two sides of the carbon rod, and the centimeter separation ruler is fixed on the outer side surface of one plastic foam; the clamp set comprises a clamp body, a locking bolt and a circular level bubble; the clamp body clamps the carbon rod and is locked through the locking bolt, and the circular level bubble isarranged on one side of the clamp body; and the global navigation satellite system is fixed at the top of the carbon rod through a fastener. The instrument is simple in structure, convenient to measure, small in measurement error and high in measurement precision. During measurement, the elevation of a point to be measured can be measured while lofting and point finding are carried out, the elevation of the point to be measured can be measured while point finding is carried out, and measurement of the elevation of the point to be measured can be completed only by two persons, so that a box staff is saved, manpower investment is small, manpower and material resources are saved, the procedure of sequence transferring in the process is omitted, and the working efficiency is greatly improved.
