The invention discloses a cement sandbag dam suitable for offshore section submarine cable coverage protection and an evaluation method. The cement sandbag dam is located on a submarine cable (1). Thecement sandbag dam comprises a cement sandbag bottom layer (2), a cement sandbag middle layer (3), a cement sandbag top layer (4) and a seabed (5); and the cement sandbag bottom layer (2), the cementsandbag middle layer (3) and the cement sandbag top layer (4) are piled up from top to bottom to form a cement sandbag dam body (6), the cement sandbag dam body (6) is located on the seabed (5), andthe whole cement sandbag dam body (6) is of a trapezoidal structure piled up left and right. The cement sandbag dam overcomes the defects that in the prior art, a traditional gabion cover plate or concrete linkage row protection scheme needs to be prefabricated ashore and transported to the site for construction, the cost is relatively higher, and the construction period is longer; and the cementsandbag dam has the advantages that site deployment can be conducted on a construction ship, prefabrication is not needed, and a large amount of construction time is saved.
