To provide a sandbag and a construction method of the sandbag capable of uniformly absorbing water in a short time without leaking a content with absorbed water.SOLUTION: A sandbag is provided with: an absorbing body 130 formed by shredded absorbing paper 131; an impermeable inner bag 120 receiving the absorbing body 130; and an outer bag 110 made of fabric receiving the inner bag 120, wherein water 200 is filled in the inner bag 120, and the absorbing body 130 and the water 200 are stirred with a stirring machine 140 to expand the absorbing body 130 by absorbing water as the absorbing body is stirring.SELECTED DRAWING: Figure 1
【課題】吸水した内容物が漏出することなく、水を短時間で均等に吸水可能な土のう袋、および土のうの形成方法を提供することを目的とする。【解決手段】細断された吸水紙１３１による吸水体１３０と、吸水体１３０を収容する不透水性の内袋１２０と、内袋１２０を収容する織布製の外袋１１０とを備え、内袋１２０に水２００を注水し、吸水体１３０と水２００とを攪拌機１４０で攪拌し、吸水体１３０が攪拌されながら吸水して膨張する。【選択図】図１
