The invention relates to an inner sash limiting lifting pulley device. The device comprises a locking part and a guide part arranged on the locking part, a rope penetrating groove for a rope to penetrate through is formed in the guide part, a positioning mechanism for fixing the rope in the guide part is further arranged on the guide part, a guide wheel is arranged on the guide part, and the guidewheel is rotatably arranged on the guide part. The device is installed on the side face of a window sash or a door leaf, the guide wheel can guide the window sash or the door leaf to slide up and down, the rope penetrating groove is formed in the guide part, and after the rope penetrates through the rope penetrating groove and is positioned through the positioning mechanism, the window sash or the door leaf and the rope are fixed; and by means of the inner sash limiting lifting pulley device, the guiding and hanging effects of the window sash or the door leaf can be achieved, the window sashor the door leaf can be conveniently installed, and the invention further provides a door and window with the inner sash limiting lifting pulley device.
