The device for synergistic quenching and tempering treatment comprises a quenching and tempering furnace and a driving mechanism, wherein the quenching and tempering furnace comprises a quenching and tempering furnace molten pool,the upper part of the quenching and tempering furnace is provided with a steel slag inlet and a nonferrous metal smelting slag inlet, and the quenching and tempering furnace is also provided with a coal oxygen lance; the driving mechanism is arranged at the bottom of the quenching and tempering furnace and used for driving the quenching and tempering furnace to swing and rotate; and the device further comprises a drying pretreatment unit. The device can carry out synergistic quenching and tempering treatment on steel slag and nonferrous metal smelting slag to realize steel slag modification and iron resource recovery; and the quenched and tempered slag can be used as a cement raw material or an artificial sand stone material for buildings after being treated.
