The system comprises a vertical drainage plate, a horizontal drainageand sealing combination body, an underwater vacuum water pumping system, a viscous backfill soil layer, a sandy backfill soil layer, a sealing wall, and an underwater heavy hammer; the horizontal drainage and sealing combination body is specifically provided with sand lattices; the head of the vertical drainage plate penetrates through a lower-layer low-density PE geomembrane of the sand latticesand enters the sandy material; the underwater vacuum pumping system comprises a vacuum air-water separation box arranged underwater; and the underwater heavy hammer tamps the surface of the sandy backfill soil layer.
