The invention discloses a bottom tool of an upper assembly of an offshore wind power booster station and a mounting method. The bottom tool comprises a buttress and four tool units, and each tool unitcomprises two parallel girders arranged on the buttress, two first main beams fixed on the two parallel girders, two second main beams fixed between the two first main beams, two side beams fixed onthe two parallel girders and horizontal inclined supports arranged between the side beams and the first main beams and between the first main beams and the second main beams; the middle parts of the first main beams and the second main beams are mounting seats of the upper assembly of the offshore wind power booster station. In the present invention, each tool unit is provided with one mounting seat of the upper assembly of the offshore wind power booster station. The four tool units are provided with four mounting seats, four pile leg connecting joints are arranged on the upper assembly of the offshore wind power booster station, the four pile leg connecting joints and the four mounting seats are used for mounting and transporting after being fixed, the mounting precision is improved, andthe integrity and stability of stress are ensured.
