The invention provides an expressway concrete water reducing agent. The expressway concrete water reducing agent is prepared from the following formula components in parts by mass: 27 to 33 parts of water reducing mother liquor, 38 to 48 parts of slump-retaining mother liquor, 2 to 5 parts of retarder, 0 to 0.2 part of air entraining agent, 0 to 0.05 part of defoaming agent and 13.75 to 33 parts of water. The preparation method comprises the following steps: adding the retarder into water, carrying out full stirring until the retarder is completely dissolved, then adding water to reach the required water amount, sequentially adding the water-reducing mother liquor and the slump-retaining mother liquor, performing stirring uniformly for 30 minutes, adding the defoaming agent, performing stirring uniformly for 5 minutes, finally adding the air entraining agent, and performing stirring uniformly for 10 minutes. The expressway concrete water reducing agent provided by the invention has theadvantages that the water reducing rate reaches up to 35 percent, the wrapping property is high, and the use requirements of concrete required by expressways are met.
