The invention discloses casing pipe construction equipment for an all casing pipe secant pile and a method using the same. The equipment comprises an inner sleeve, an outer sleeve, a connecting bearing, excavator buckets, a slag hole valve, a limiting strip and cutting teeth, wherein the cutting teeth are welded to the lowermost end of the inner sleeve, the outer sleeve is connected with the innersleeve through the connecting bearing, the connecting bearing is composed of an upper bottom ring, a lower bottom ring and a shaft ring, the upper bottom ring and the lower bottom ring are welded tothe outer wall of the inner sleeve, the shaft ring is welded to the inner wall of the outer sleeve, the four excavator buckets are symmetrically welded to the outer side of the outer sleeve, slag holes are correspondingly formed in the positions, at the top height of the buckets, of the outer sleeve and the inner sleeve, the slag hole valve is arranged on the inner side of the slag hole of the outer sleeve, and the limiting strips are welded to the upper edge and the lower edge of the slag hole of the inner sleeve. According to the casing pipe construction equipment of the all casing pipe secant pile and the method using the same, when the sleeves are used for cutting a plain concrete pile during secant pile construction, two secant grooves are cut in a traditional arc-shaped secant surface through the excavator buckets, the contact area between the reinforced concrete pile and the plain concrete pile is increased, the leakproofness of the secant position is improved, and therefore theimpermeability of the secant surface position of the secant pile is improved.
