The invention discloses a fiber-reinforced composite material pipe and a preparation method. The fiber-reinforced composite material pipe includes a core layer and an externally constraint FRP pipe, wherein the core layer is filled inside the externally constraint FRP pipe, and the core layer is formed by mixing and solidifying small and short FRP pipes, concrete and water. According to the fiber-reinforced composite pipe and the preparation method, the outer surfaces of the small and short FRP pipes becomes rough or scratches are formed in the outer surfaces of the small and short FRP pipes by grinding, sandblasting or scoring methods, the bonding force between the small and short FRP pipes and the concrete is enhanced by using a principle similar to the principle of ribbed steel reinforced bonding and slipping, the small and short FRP pipes and the concrete can better stressed in a coordinated mode, the hollow FRP small and short pipes are light in weight and low in density, the damping under the action of earthquake is higher than ordinary concrete, so that the energy dissipation capacity is good, and the externally constraint FRP pipe can further improve the concrete deformability.
