The invention relates to a capstan lifting type movable concrete guardrail. The guardrail comprises a guardrail body internally provided with a mounting cavity, and a capstan lifting device is arranged in the mounting cavity; the capstan lifting device comprises a lifting motor power mechanism, a left capstan and a right capstan, wherein the left capstan and the right capstan are driven by the lifting motor power mechanism to synchronously rotate relatively and oppositely; a left capstan pull rope is wound on the left capstan; a right capstan pull rope is wound on the right capstan; the capstan lifting device further comprises a left side lever and a right side lever which are hinged to the guardrail body and correspond to the capstan pull ropes respectively; universal wheels are arrangedat the bottoms of the left side lever and the right side lever; and the left capstan pull rope is connected with the upper end of the left side lever, the right capstan pull rope is connected with theupper end of the right side lever, and the universal wheels have a low position moving downwards to support the guardrail body and a high position moving upwards to be stored in the mounting cavity in the vertical moving process of the corresponding levers. The capstan lifting type movable concrete guardrail provided by the invention is convenient to move.
