The invention discloses a water surface floating object cleaning and recovering device. The water surface floating object cleaning and recovering device structurally comprises a recovering device, a collecting barrel and a driving device, wherein the recovering device is arranged above the driving device; the bottom end of the recovering device is connected with the top end of the driving device;and the collecting barrel is arranged in the middle of the recovering device. The water surface floating object cleaning and recovering device is driven by a four-way water wheel, so that the device can flexibly move to change the direction, then floating objects are adsorbed in a circulating water absorption mode, and can be easily collected into the collecting barrel.
