The device comprises a reinforcing layer, wherein aplurality of first planting grooves for planting green plants are formed in the reinforcing layer, soil is placed in the first planting grooves, the lower end of each first planting groove is communicated with a first water storage groove, and soil-separating and water-permeable first soil separation layers are arranged between the first planting grooves and the first water storage grooves. The device has the advantages that in the rainfall period, rainwater is large, the rainwater flows into the first planting grooves and flows into the first water storage grooves through the first soil separation layers, the rainwater is stored through the first water storage grooves, and therefore the water storage capacity is greatly improved; and if no rainwater exists for a long time, water in the first water storage grooves are supplied to the first planting grooves, manual watering is reduced, and manpower is saved.
