The novel damping energy dissipater device is composed of an energy dissipater unit, a base unit used for supporting the energy dissipater, an elastic rod unit used for pulling and reinforcing the energy dissipater unit, energy dissipater connecting units arranged on the energy dissipater unit, a base connecting unit arranged on the base unit, an elastic rod connecting unit used for connecting the elastic rod unit and the energy dissipater connecting units and connecting the elastic rod unit and the base connecting unit, and connecting plate units arranged between the two energy dissipater connecting units. The novel damping energy dissipater device can absorb moreenergy when being pulled and pressed, and can also deform to achieve the supporting effect the same as that of a common support when bearing a small load; and light concrete is adopted as an energy dissipater filling material, so that the self weight of the support is reduced, and the load of a floor is reduced to a great extent.
