The invention relates to the technical field of municipal roads, in particular to a municipal roadbed construction method. The method comprises the steps that S1, garbage is removed through a road sweeper, then the surface of a foundation is leveled, and the foundation is repeatedly rolled through a road roller until the strength of the foundation meets the requirement; S2, a bottom-layer soil base is buried firstly, then a functional soil base is buried, and finally a pavement is built; and S3, drainage ditches are laid, net covers are installed at the tops of drainage grooves at the two sides of the pavement, and garbage is prevented from falling into the drainage grooves and being blocked. A rotating plate formed by arranging a plurality of hollow pipes and T-shaped blocks is used for replacing a rotating plate in a sweeping device of the road sweeper, the strength of the rotating plate is improved, the stability of the rotating plate is enhanced through the action of a first elastic rod and a steel cable, and water is poured into the hollow pipes through arrangement of a cam, a second elastic rod, a third elastic rod and a piston. Water columns are used for eliminating partialpressure in the hollow pipes, the strength of the hollow pipes is improved, through the design, the strength of the rotating plate of the sweeping device is improved, and the breaking condition of therotating plate is reduced.
