The novel steel bar rotating friction damper comprises left side connecting steel plates (3), right side connecting steel plates (1), circular steel bars (2), friction gaskets (13) and torsion springs (15); damper bodies on the two sides are formed by connecting the connecting steel plates (1 and 3) and the friction gaskets (13) through high-strength bolts, and the torsion springs (15) are arranged on the peripheries of the gaskets; and the outer sides of the steel plates are fixedly connected with a structure through high-strength bolts, when an earthquake occurs, the bridge structure generates longitudinal bridge direction displacement relative to a bridge pier, therefore the connecting steel plates (1 and 3) generate rotary friction, and the circular steel bars (2) and the torsion springs (15) deform, so that an energy dissipation function is achieved. The novel steel bar rotating friction damper adopts the design that rotary friction dampers with different slip starting forces are connected with a steel bar damper in series, so that different earthquake working conditions are met; different slip starting forcescan be obtained by setting the pre-tightening force of the high-strength bolts; and the novel steel bar rotating friction damper has the advantages of being flexible in structure, easy to manufactureand install, low in maintenance cost and the like, and has high practical value and economic benefits.
