The invention discloses a hydraulic control system, an excavator and a control method. The hydraulic control system comprises a pilot cut-off electromagnetic valve and a walking speed change electromagnetic valve which are connected to a hydraulic control loop. The two electromagnetic valves each comprise double coils, namely a first coil and a second coil of the pilot cut-off electromagnetic valve, and a first coil and a second coil of the walking speed change electromagnetic valve. A coil manager is configured to power off the first coil of the pilot cut-off electromagnetic valve at a firstpreset time after the first coil of the pilot cut-off electromagnetic valve is powered on. A controller controls the second coil of the pilot cut-off electromagnetic valve and the double coils of thewalking speed change electromagnetic valve to be powered on or off. The first coil of the pilot cut-off electromagnetic valve is powered on, and the pilot cut-off electromagnetic valve is switched onand kept. The first coil of the walking speed change electromagnetic valve is powered on, and the walking speed change electromagnetic valve is switched on and kept. The problem that the coils need tobe powered on for a long time during working is solved.
