The device is simple in structure and wide in application, and can be arranged in a fork at the tail end of a long downhill; when a non-motor vehicle is driven in due to brake failure, a starting device is triggered, anti-fouling cloth is rapidly pulled open, a retarding guide plate inclines downwards, and the vehicle is driven into deeper and deeper water through the guide plate, so that the retarding effect is achieved, and as the water depth isgradually increased, the vehicle overturning risk is reduced; and if the vehicle is not completely stopped in water, an air cushion device can be effectively lifted to drag the driver, so that the safety of the driver is protected.
