The invention discloses cleaning and maintaining equipment for a solar photovoltaic panel. The equipment comprises a maintaining box. A maintaining cavity with an upward opening is formed in the maintaining box, a gear cavity is formed in the right side of the maintaining cavity, and a left wall of the maintaining cavity is rotatably connected with an overturning shaft extending rightwards into the gear cavity; and a cooling block is fixedly connected to an outer circle surface of the overturning shaft, photovoltaic panels are arranged on the upper end surface and the lower end surface of thecooling block, in an initial state, water cooling cavities which are symmetrical up and down are formed in the cooling block, the right walls of the water cooling cavities are connected with drainagecavities, and the right sides of the drainage cavities are connected with water outlets with rightward openings. And water outlet mechanisms extending rightwards into the water outlets are arranged inthe water cooling cavities. According to the invention, rainwater is collected and automatically connected with a cooling water pipe through a magnet, the collected rainwater is pressed into a cooling pipeline through a water pump, and therefore water in the cooling pipeline is replaced through pressure.
