A micro-hole drilling machine is fixed into a groove in an angle fixator so as to forma micro-reinforcing hole, fracture grouting is performed after a simple triangle is formed, the effective radius of the reinforcing hole is tangent to an anchor cable hole in the geometric center of the simple triangle through the fracture grouting, finally, an optical fiber sleeve is fixed by using the angle fixator, and percussion drilling is performed so as to form the anchor cable hole.
