Defects on the upper surface of a rail are detected through a detection wheel while the locomotive runs along the rail, and when the rail has protrusions, the protrusions are ground off through a grinding wheel; when the rail is sunken, the sunken part is fully filled with molten rail supplementing iron wire, so that the sunken part is completely covered with the rail supplementing iron wire, then the redundant rail supplementing iron wire is ground off through the grinding wheel, and the upper surface of the rail is restored to be flat; through the meshingbetween a low-speed gear and a transmission gear and the switching of the meshing between a high-speed gear and a driven gear, the change of the running speed of the rail maintenance locomotive is realized.
