The invention discloses an anti-frost heaving anti-seismic sleeve pile. The pile comprises a concrete-filled steel tube pile, an outer sleeve and a damping device; the outer sleeve is a hollow cylindrical body, coaxially arranged with the concrete-filled steel tube pile, arranged on the periphery of the concrete-filled steel tube pile in a sleeving mode, and formed by splicing at least two sleeveunits, and a water stop belt is arranged at the splicing position of every two adjacent sleeve units in a clamped mode; the damping device is arranged between the concrete-filled steel tube pile and the outer sleeve, and comprises a clamp, bearings and damping rods, wherein the clamp comprises a main body and a first hinge support, and the first hinge support is fixedly arranged on a main body cross beam; the bearings are pivoted to the main body through hinge shafts, one ends of the damping rods are provided with second hinge supports, and the other ends are fixedly connected to the two bearings; and the first hinged support is fixed with the inner circumferential surface of the outer sleeve, and the second hinged supports are fixed with the outer circumferential surface of the concrete-filled steel tube pile. According to the scheme, the damping rods are telescopically deformed in the vertical direction and the radial direction, the damage effect, of freezing pulling force and thaw collapse phenomena caused by frost heaving of soil around a pile foundation in a frozen soil area, on the pile foundation can be reduced, and the anti-seismic effect is improved.
