The invention relates to a pavement flatness measuring device and a pavement flatness measuring method, in the process that the pavement flatness measuring device walks along a pavement to be measured, the pavement flatness measuring device stops when reaching a measuring distance, and an inclination angle sensor and an encoder of the pavement flatness measuring device read corresponding data; thepavement flatness measuring device comprises a rigid beam, a front walking wheel and a rear walking wheel are assembled on the rigid beam, an inclination angle measurer is arranged on the rigid beam,the inclination angle measurer comprises a measurer support, a pendulum bob is rotationally assembled on the measurer support, and an inclination angle sensor used for detecting the inclination angleof the pendulum bob is further arranged on the measurer support. The pavement flatness measuring device further comprises an encoder used for detecting the rotating angle of the measurer support relative to the pendulum bob. The invention provides the pavement flatness measuring method which can reduce the product cost and can meet the inclination angle measuring precision at the same time.
