The invention discloses an energy-saving and environment-friendly rainwater collecting and circulating device. The device comprises a box body, extension plates and a water outlet, wherein a protection frame is fixed on the outer wall of the box body, a base is arranged below the protection frame, support legs are fixed on the left side and the right side below the base, water pipes are connectedto the left side and the right side below the outer wall of the protection frame, water valves are mounted on one sides, far away from a central shaft of the box body, of the water pipes, bearings arefixed above the water valves, hooks are connected in the bearings, and the extension plates are mounted on the periphery of the upper part in the box body. According to the device, the box body can be fixed by the hooks outside the protection frame through ropes, so that the box body placed outside cannot be blown down by wind, and people are prevented from being injured by the box body; and meanwhile, the hooks can rotate through the bearings connected with the hooks, so that the box body can shake when blown by external force, and the box body can be stably erected on the ground.
